Excise Tax

Export List updates:

Working in conjunction with the CRA and the industry, the TIC Excise Tax Committee has developed Export Lists itemizing coverages not presently available from Canadian-licensed insurers, and coverages available from licensed insurers only to Limited Capacity.

Export List Cover Not Available, December 2022

Updated Export List – Limited availability, December 2022

Canada Revenue employs these Export Lists as a reference tool, with an eventual objective of using them as evidence of non-availability for clients filing requests for excise tax exemptions.
As they are indicators of market availability, the Export Lists are subject to change with the market from year to year.
Requests for additions, deletions or amendments to the lists can be made by any interested parties, and are reviewed for possible acceptance by the TIC Excise Tax Committee in consultation with the industry.  The  review process, conducted throughout the year, solicits input from all federally-licensed insurers and brokers across Canada.
The schedule for the annual review process is found in the link below.

Export List Updating Process

The deadline for submissions to the committee is September 30th each year, and here is the APPLICATION FORM  for these requests.
All requests for changes to the Export Lists should be submitted in writing to:

In conjunction with the Insurance Brokers Association of Alberta (IBAA), TIC has been working with the government of Alberta to clarify our understanding of the rules that apply in that province when an unlicenced placement is made.
For the assistance of our members, here are documents summarizing our discussions with Arthur Hagan, the former Alberta Deputy Superintendent of Insurance, pertaining to the procedures and regulations in Alberta.
